Friday, March 19th, 2010 [IMG] Finding money for college can make all the difference in the world for many students, funds which can help offset the cost of higher education. College scholarships play an important part in defraying spiraling tuition expenses with billions of dollars in awards dispensed annually. college studentBut scholarships aren't the only option for college students. Grant money, particularly in the form of the federal Pell Grant can make a huge difference for some students, especially those from low income backgrounds who are attending community college. Grants vary in amounts awarded ranging from $400 to $5350, but as the name implies these funds are not paid back. Perhaps most notably is that these grants could take care of a significant chunk of college expenses for eligible students, monies which can cover transportation, fees, food and housing besides tuition. But a Mar. 18, 2010 article in the "San Francisco Chronicle," indicates that as much as $500 million in Pell grant money is left on the table each year. And that applies only to students in the state of California. According to the newspaper, those funds could help students take more classes and complete their education. Unfortunately, the Pell grant process is a huge headache, perceived by many as complicated and time-consuming. Students must go to their college's financial aid office for assistance in completing the paperwork but often find that many other students are doing the same, creating excessively long lines. Moreover, most aid offices are inadequately staffed while the online application process frustrates many. Pell grants have a proven track record of enabling many students to continue with their education and transfer from a community college to a four year school. But relief isn't quite yet on the horizon as proposed changes to streamline the process are currently being held up in a congressional committee. If the proposed changes are approved, then the application process would be completed at the local level instead of going through Washington where just about everything seems to get delayed or lost these days. One difficulty Pell applicants are facing is that students under the age of 24 must list parental income. That isn't always easy for students to obtain with many families split up and others not dependent on parental support in the first place. Pell grants are available to undergraduate students who can demonstrate a financial need regardless of whether they attend school full-time or part-time. Thursday, December 31st, 2009 [IMG] Congress should heed the wishes of its constituents especially when it comes to post season college football. By a slim 48 to 45 margin, most fans want Congress to stay out of the post season debate which has some people pushing for the BCS (former 1-A) schools to launch a playoff system. Computer Picks Vie college footballRight now, a computer picks the two top football programs to face off in a national championship game. This season's contest will be held next week when the Alabama Crimson Tide and Texas Longhorns vie on January 7 in Pasadena, CA. But, many fans remain unhappy with the present set up as a Quinnipiac University survey revealed that 63 percent are in favor of getting rid of the current system, while 24 percent want to keep it. "College football fans are not in love with the current system in which two teams that play for the national championship are picked by computers, sportswriters and coaches," said Peter Brown, assistant director of the Quinnipiac University Polling Institute. "Settle the question on the field, voters say more than 2-1. But as much as they want a national championship tournament, they aren't wild about Congress getting involved." Survey Says! The survey was conducted by Quinnipiac from December 15-20 with 948 adults responding who indicted that they were "very interested" or "somewhat interested" in college football. Those respondents were pulled from a group of 1849 people initially contacted with those not showing interest in college football excluded from the remainder of the survey. Though change is desired, creating a post season playoff system is easier said than done. While colleges have a 65 team field to look forward to come March, determining the best eight or sixteen football teams may not be that easy. Right now, the BCS arrangement involves champions from six leagues with two wild cards added. Those teams could play beginning in December for a national championship or the field could be doubled to bring in conference runner ups and champions from other conferences. Meanwhile, enjoy the remainder of the bowl season - 34 games to keep you bleary eyed and pining for something of substance to take its place. Some students showed a limited amount of income and were still approved, while others were able to open up accounts with a parent acting as co-signatory. In some circumstances students received cards with no proof of income, putting themselves in a precarious financial state while still in college. No Easy Credit credit cardsThanks to the financial bubble burst of 2008, easy credit is a thing of the past, especially for people who have no means to repay their debt. Certainly, if your credit is very good or excellent, then you may still get approved for a new credit card, but that also means that you must have the financial wherewithal right now to make payments. Clearly, most college students do not and are often saddled with other debt including student loans. Changes in consumer credit laws are also weighing in. Earlier this year Congress passed legislation that was signed into law by President Obama putting new teeth into consumer protection including restricting card issuers who market their cards on campus. Law Takes Effect February 2010 Some parts of the new law are already taking effect but by February 2010, college students who apply for credit cards will find additional roadblocks in place. These include proof of income, the ability to repay the loan, and if under the age of 21, have a parent or other responsible party cosign the application. This will also mean that if the student defaults on payments, then the creditor will turn to the cosigner to pay the debt. The new law will also forbid credit card issuers from giving away on campus freebies including pizza and tee shirts to corral students. And, it will also curtail sudden increases in interest rates, moves which have scuttled the creditworthiness of many students down through the years. Watch Out For Affinity Cards What the law won't protect students from are those affinity card contracts where schools sell student information to card issuers in exchange for a sizable fee. For example, the Michigan Alumni Association gets a cut in on credit card purchases for people holding its card, amounting to millions of dollars over several years. That practice is still in place, so be careful - your own college could be picking your pocket! Of course, without easy credit available, students will have to watch their dollars and cents closely, but that will only serve to help them later on in life when they purchase a new car, buy a home or make some other major consumer purchase requiring financing. Thanks to an initiative being pushed by friends of a late Senator from Illinois, Paul Simon, the Senator Paul Simon Study Abroad Act is one step closer to becoming law. Opportunities For College Students college studentsBy a vote of 235-187, H.R. 2410 passed the House of Representatives on Wednesday, a bill that will double the size of the Peace Corps; provide scholarships for students from various regions around the world to study in the U.S.; increase the authorization for the U.S. Department of State's educational and cultural exchange programs; authorize the hiring of an additional 1,500 foreign service officers over the next two years; improve the State Department's tools for recruiting and training these officers; and require the president to issue a report to Congress on plans to streamline U.S. export controls to better serve the needs of the U.S. scientific and research communities. Quoting NAFSA (Association of International Educators) Executive Director and CEO Marlene M. Johnson concerning the passage of the bill, "NAFSA commends Representative Berman and the House of Representatives for their leadership on this legislation that provides a much-needed boost in our capacity to engage with the world. We especially applaud the inclusion of the Simon Study Abroad Act, which will increase fourfold the number of students studying abroad each year in quality programs across the globe and will ensure that our college graduates have the skills they need to meet today's global demands." Off To The U.S. Senate The bill is now heading to the Senate Foreign Relations Committee for a vote. The Senate version of the Senator Paul Simon Study Abroad Foundation Act of 2009 (S.473) was introduced by Senators Dick Durbin (D-Ill.) and Roger Wicker (R-Miss.) earlier this year. President Barack H. Obama has promised to sign the final version of the bill when it placed before him. Unfortunately, that is exactly what our wrong priority Congress men and women are now discussing, underscoring the insanity currently gripping Washington, DC. college footballLest you think I'm picking on Democrats with this issue, it is a Republican congressman - Joe Barton of Texas - who has likened the current bowl arrangement as something truly unAmerican. At a congressional hearing last week, Barton said the current system, the Bowl Championship Series, is "like communism - you can't fix it." College Football Playoff Act of 2009 Back in January, Rep. Barton introduced the College Football Playoff Act of 2009 (HR 390 IH), a bill designed "To prohibit, as an unfair and deceptive act or practice, the promotion, marketing, and advertising of any post-season NCAA Division I football game as a national championship game unless such game is the culmination of a fair and equitable playoff system." Specifically, the measure would make it "...unlawful for any person to promote, market, or advertise a post-season National Collegiate Athletic Association (NCAA) Division I Football Bowl Subdivision (FBS) football game as a championship or national championship game, unless the game is the final game of a single elimination post-season playoff system for which all NCAA Division I FBS conferences and unaffiliated Division I FBS teams are eligible." Barton cited the inequality of the current bowl arrangement which pays member schools as much as $17.5 million for appearing in one of the top echelon bowls. All bowls have a pay out system in place ranging from the multiple millions down to $300,000 depending on the bowl. Would Restrict Merchandising Too The bill would also restrict merchandising in that, "It shall be unlawful for any person to sell, market, or advertise any merchandise related to a post-season NCAA Division I FBS football game that refers to the game as a championship or national championship game, unless the game is the final game of a single elimination post-season playoff system for which all NCAA Division I FBS conferences and unaffiliated Division I FBS teams are eligible. Again, the Congressman is attempting to short circuit the current bowl season arrangement by going after the second revenue generating issue - merchandising. Under the current post season system, teams are chosen based on polls and computer rankings. However Barton says that a playoff system would do a better job of rewarding athleticism. Rep. Barton noted that Congress should be involved with the NCAA BCS decision making process because the bowl series deals with interstate commerce and generates more than one billion dollars annually in revenue. Barton is a ranking member of the Energy and Commerce Committee, which has jurisdiction over interstate commerce. Misplaced Priorities The Barton bill hasn't been taken up yet by Congress, but the issue of post season football is currently being debated by his peers. With General Motors close to failing and with health care and the nation's economy in shambles I, for one, cannot help but see this entire issue being one of misplaced priorities. As the developer of important college entrance exams such as the SAT, the College Board has an influential position in this debate, one that they are now championing on the behalf of affected high school students. Tens of Thousands of Undocumented Students Poised to Graduate studentAccording to the College Board, more than 65,000 undocumented students who have lived in the United States for at least the past five years will be graduating from high school this Spring. Most of these students who wish to go onto college will find these doors shut thanks to current rules regarding undocumented students. Roberto G. Gonzales, an assistant professor at the School of Social Work at the University of Washington in Seattle, is leading the charge on behalf of the College Board, saying that the denying students access to college is a humanitarian and civil rights issue in addition to being an economic one. Gonzales takes to task the argument that opening up opportunities for undocumented students will limit opportunities for citizens. Federal law doesn't disallow children of illegal aliens to attend college. However, the current status for undocumented college students is often unclear with hurdles being set up which makes it more difficult, if not impossible for students to be admitted. In addition, most states refuse to grant in-state tuition rates for these students citing their illegal entrance into the country as reason to withhold subsidized financing as well as financial aid. College Board President Gaston Caperton said, "The College Board is working to remove the barriers to a college education for all students. Undocumented students deserve the same chance to go to college and fully participate in our society as other students. The DREAM Act would provide a way for them to fulfill their dreams and legally contribute to U.S. society. We must not turn our backs on these deserving young people." Not Everyone Supports the DREAM Act While the DREAM Act has been introduced and rejected several times, opposition to granting special rights to children of illegal aliens comes from a number of different quarters of society including from a public policy organization called NumbersUSA. That nonpartisan organization is behind an effort to maintain an environmentally sustainable as well as economically just America. NumbersUSA opposed the first introduction of the DREAM Act in 2007 and has taken note of the current push to see that legislation is passed by Congress and signed by President Obama to open up the educational opportunities for undocumented students. Chain Migration and the Competition For Jobs According to Roy Beck, author, lecturer and executive director of NumbersUSA, opening up the door to these students would work against people born in the United States as well as against naturalized citizens. New grads would compete for already scarce jobs while opening the door for relatives of these students to also pursue educational and job opportunities in the US (chain migration). With DREAM amnesty, as many a half-million students would gain entrance to college with perhaps three to six times that number of their relatives allowed entrance into the country. According to Beck, those people would compete with Americans struggling to find work, further exacerbating problems for citizens who are attempting to find work. DREAM Act proponents believe that an educated undocumented student workforce would benefit the economy, while barriers to education would have an adverse impact on society in the form of lower wage earners and people working below their capabilities.
